Rural Action Community Based Organization (RACOBAO) is a national NGO that was founded in 2008 after the phase out of Lutheran World Federation (LWF) from Rakai district. The two year transition process into a local NGO began in 2006 after two external evaluations recommended that LWF come up with an exit plan. Based on the above recommendations, a series of discussions were held with LWF, donors, and Church of Uganda regarding the transition process. There was a unanimous agreement by all partners that the Project transits into an indigenous NGO so as to sustain the results so far achieved.
The two year transition process that followed was funded by DanChurchAid (DCA) and technically facilitated by Community Development Resource Network (CDRN). A series of workshops on understanding organizations, strategic thinking and planning, organizational structure and Human resource resulted into a 5-year strategic plan (2008 – 2012), a new constitution, policy manuals, and after registration by the National NGO Board, RACOBAO was ready to start operations as an independent NGO in January 2008.
