With funds received through the ACT Secretariat from the BILL AND MELINDA GATES FOUNDATION for the Pan African Climate Justice Alliance to support faith leaders, RACOBAO plans to hire a consultant who will use the national climate change adaptation framework to interrogate Uganda climate change adaptation finance mobilisation, allocations, distribution, gaps, challenges, and lessons. The study will involve interaction with the key Ministries Departments and Agencies (MDAs) such as Ministry of Finance, Planning and Economic Development, Ministry of water and Environment, Ministry of Energy and Mineral Development, Ministry of Agriculture Animal Industries and Fisheries among others,    Parliamentary Committee on Climate Change , Local Government Authorities in all regions of Uganda, Civil society, private sector,etc. This study will be used by Faith actors and leaders particularly from ACT Alliance who work with the government and other interfaith actors to strengthen cooperation on mobilisation of adaptation finance.

Interested individuals /firms should provide information demonstrating that they are eligible and possess the required qualifications to perform the services, supported with relevant documentation.

The shortlisting criteria will include:
Copy of Certificate of incorporation, copy of a Valid trading license-2024, Certificate of registration, Consultant’s Updated CVs depicting competencies, qualifications, and experience of key personnel in a related field, At least Two(02) certificates of completion of similar assignments in the past 12 months(Note: Any additional completion certificate submitted of a related field is an added advantage), Audited accounts for the last completed year 2023, Valid Tax clearance certificate addressed to RACOBAO (TIN: 1000194823).

The Consultant/firm is expected to have:

• Minimum of a Master’s degree in a social science such as humanitarian studies, environment studies, project planning and Management etc.. A Phd is an added advantage.
•  At least 5 years’ experience in conducting climate change related studies.
• Proven history of delivering quality products on time.
• Excellent analytic and evaluative thinking skills.

Financial feasibility

• Detailed budget with justification/clear breakdown, inclusive of all taxes applicable. Please note that 6% WHT is deductible on payment, unless proven exempted.
• Technical proposal (not more than 15 pages)
